It takes the number of passengers to the number of defined seats, so the vehicle looks really full, when it's full. But take care with mods without an interior. They have a capacity of only one passenger.
But I have another idea: I don't put all datas in the if-block, but a multipleunitonly=true if the option is deactivated.
First - open up \Steam\steamapps\workshop\content\446800\916497960
Second - delete everything in the folder
Third - Unsubscribe to this mod
Fourth - go to https://www.transportfever.net/filebase/index.php/Entry/2990-3-teilige-Cobra-Solo-Zweiachser/
Lastly - download and unzip to \Steam\steamapps\workshop\content\446800\916497960
Your game should now run again!
