Fire and Frost Breath Buff

Description
Couldn't find a fire and frost breath mod that I liked, so I made my own. Makes these two shouts useful, yet not overpowered.

Changes:
1. Cooldowns for both are 15,20,45
2. Fire Breath damage changed to 25,33,75
3. Frost Breath damage changed to 5/sec, 6.6/sec, 15/sec

The damage is low since the cooldowns are low as well. Used mostly for the CC, when you get bored of using unrelenting shout.
