That is what it looked like when I kept track of when the count increased.
I had to try it a few times. I got it only after I started a game with "Rise and Fall" ruleset and with Ancient Era as a start era.
Focus on building two cities with two universities (one of them next to a mountain), so you will get Scientists as fast as possible. Activating them will probably do the trick already. Building two harbors also helps. I was planning to build a Lumber Mill improvement, which is easy, but it turned out I didn't have to.
FYI: disable all the community created Mods. For some reason, in my case, it seems like those prevented me from getting the achievement. Hope this helps!
For Viking Raid: I tried capturing a settler on a coastal tile with a longboat in hotseat and it didn't work.
Stumbled upon the same problem - probably the devs renamed it into Parsa, it should be the capital of Persia in this scenario so you won't miss it
