By :D
So I noticed that the already existing character guides were... a little outdated. So I decided I'd try my hand at making one of my own! hope this helps.

Basic Abilities
Just a brief rundown on what Weiss can do in combat (before any upgrades)

Combos: (L= light, H = heavy)

LLLL: a fairly weak but fairly quick combo as well, it will bring a creep down to 1/4 health.

LH: a combo with a decent amount of power, Weiss' first light attack (in general) does 2 ticks of damage. This, plus the heavy attack, will one-shot a single creep, but only if both the light and heavy attacks hit. The heavy attack in this combo will do 4 ticks of damage, giving you 6 in your hitstreak for killing just a single creep.

LLH: definitely Weiss' best combo, it will instantly freeze everything around Weiss with a fair radius. Some enemies cannot be frozen by this combo, they are; Boarbatusks, Ursai, Ursa Majors, Mutant Beowolves, and the Mutant Deathstalker. When fighting white androids, I recommend starting this combo from slightly in front of them, as they wont do their jump unless you're close enough to actually hit them with the light attacks.
(extra combo) LLHH: this combo is mostly pointless, but it's quite helpful when fighting alpha beowolves as they don't seem to get frozen if they're at the point of an attack where you can counter them. the second heavy attack, which is possible due to LLH making you go into the air automatically, helps with getting some distance between you and the unfrozen alpha, rather than just falling down in front of it. White androids will also not be frozen if they do their backwards jump, but the explosion from their jump will hit you regardless, making you unable to do this anyway.
LLLH: another combo with a fair bit of power behind it, as long as your target isnt against a wall or cant be knocked back, they'll be pushed along and be hit many times. This will take out 1/3 of a beowolf's health.

Ranged combo: after 2 single shots (3 if you hold the ranged button) Weiss will fire a burst of 3 projectiles at once, dealing fairly high damage. Weiss has the strongest ranged attack in the game. (Nora technically does the same amount but she has to be at point blank range for every grenade to hit the same target) Out of all the characters (excluding Jaune) Weiss' ranged combo leaves her the most vulnerable, as she has the least backwards movement while performing it. Keep that in mind.
Upgrades
For upgrades under the general tab, I will only list the ones specific to Weiss.

Nova: base level ultimate attack, it will one-shot creeps and bring beowolves down to 1/3 health with a decent range.
Improved Nova: range is increased, damage will now bring a beowolf down to about 1/4-1/5 health.
Novacaine: Nova freezes all enemies (that it hits). It will also pull enemies towards you, dealing damage as it does.

Frostbite: Weiss' team attack, it doesnt do enough damage to kill a beowolf, but off her LH combo, it can and will.
Improved Frostbite: the damage is not increased, however it will now damage enemies in the surrounding area.
Hypothermia: "Frostbite does increased damage to surrounding enemies and causes them to freeze." the damage to the initial target still does not increase, but it will take out 1/5 of a beowolf's health (surrounding beowolf) and freeze everything, with the same limits as her LLH combo.

Improved barrage (ranged attack): Weiss will shoot 6 beams instead of the normal 3. this upgrade is the one that makes her ranged attack the strongest. Effectiveness against enemies - in order of appearance (amount of barrages): Creep - one-shot. Beowolf - 2-shot. Alpha Creep - will kill on the 2nd normal shot before the 3rd barrage. Alpha Beowolf - 4-shot. Boarbatusk - 3-shot. Ursa - 6-shot. Ursa Major - 37-shot(yes, I actually counted). exploder - 1 basic ranged attack. Mutant Beowolf - 7-shot(it seems like it would be much higher, but the mutant beowolf's guard is broken extremely quickly, resulting in the very high damage from barrage). Red android - too difficult to test, best result was 2 barrages and 1 red barrel. White android - 3-shot. Deathstalker (exclusive to horde mode) - 3-shot
Frost Bolt: "Weiss shoots an icicle that freezes enemies in its path" this upgrade sounds good on paper, but it's not really worth it (IMO). It greatly decreases the damage of her ranged combo, and doesnt even guarantee a freeze on alpha beowolves and above. EDIT: Turns out that I was wrong about frost bolt, it will actually guarantee a freeze on androids, I just thought it was a weaker freeze ability because of Alpha beowolves' weird way of reacting to stuns/freezes.

General upgrades:
Ice Queen (counter 300 enemies as Weiss): "Weiss freezes enemies when countering them"
Perfect Form (reach level 10): "Weiss gains more progress towards ultimate when completing a hitstreak."
Strategies/Builds
Here i'll just talk about some builds i've made and strategies that you could use with them.

Basic/"I couldnt be bothered to complete any mastery challenges" build
As you can see, I have 2 extra points. Where these go is up to you.
This build is for any player that wants to be useful all around, rather than simply focusing on one aspect of Weiss' skill set. Normally, you should have a good balance between ranged attacks and melee attacks, but if you have a frontline fighter on your team, such as Ruby or Jaune, you can just let them do all the melee dirty work while you fire barrage after barrage into the cluster they've formed.

Field medic
This build will focus more on your ultimate, as well as your ability to jump in to a battle and revive a fallen ally. The best thing to do with this build would be to run around the battlefield and use your ultimate to freeze everything around a teammate that's in trouble then attack the frozen enemies to charge your ultimate back up very easily. The same goes for saving a fallen teammate, just ult, revive, attack.

Ice Queen
This build is more of a "freeze everything in sight" build. the extra point is up to you, though i would recommend putting it into either survivor or medic. If you're using this build while playing with friends (or at least nice people) then you can ask for a Jaune or for one or multiple of them to buy heavy synergy, to help with the team attack part of your "freeze everything" build.
Conclusion
And that's it! This could be called a WIP guide, but if it is it's pretty much completed. That said, if there's anything you would like to know, or anything that might have confused you in this guide; feel free to ask! And if you want me to make another guide, say who in the comments.
A positive rating would be appreciated as well :P

Not a bad guide overall, especially since, as already mentioned, the previous guides being outdated. I was actually thinking about making a guide on my own for every character, since i still have some aspects I would like to add...

I could/will add that, only problem is that I just increased my hunter rank XD
First thing I'll do is update the info on the upgraded ranged attack to give its effectiveness against all enemies, rather than just creeps and beowolves.
also thx for the feedback :p

You have some good stuff here. It'd be cool if you included some of the strategies and tactics you use as Weiss. Do you primarily use ranged attacks? Do you have any unique tricks using her freezing abilities? Also I made an updated Ruby guide you can check out called Ruby Rose: Eater of Cookies and Slayer of Giant Monsters. I'm glad you put in the time to make this
