Edit of Philangitis Sell Slaves Edict

This is a slight alteration to the mod made by Philangitis so credit goes to him.

I have changed the edict so that selling your slaves doubles slave impact on taxes. This is much lower than the original amount.

The aim is to make it only worth selling your slaves if they are contributing more than 15% to your taxes, the bonus tax harvesting gives, as otherwise tax harvesting is more beneficial for your income.
Other effects of the edict are the same as Philangitis made.
