There are many cheaters running PGs on the PC version so it's near-impossible to win a cape legitimately, and HD1 has no anti-cheat measures whatsoever.

"loc:cus_helmet_developer_male" and "loc:cus_helmet_developer_female" are part of the unobtainable Developer set. Aside from being an employee at Arrowhead, the only(?) way to acquire them is through cheating, including the use of third-party software to unlock hidden Steam DLCs. The nine PG "Proven Expert" capes, Community Cape, and Developer set items have associated Steam DLC AppIDs and can be acquired through such piracy tools.
