Cloak and rune spells fix (scaling and display)

Description
Two fixes considering the destruction cloak and rune spells:

1st: The damage of cloak and rune spells is displayed correctly

2nd: Cloak and rune spells are now affected by their respective augmented perks


Additionally the Dunmer's Ancestor's Wrath power now scales with the augmented perks aswell.


No other values were modified.

Works with Vanilla Skyrim aswell as with the Dawnguard and Dragonborn DLCs

Runes don't get triggered by allies for me - only area of effect and cloak spells. Anyway, thanks for this.

Thanks. I am not sure if I could do this. But as a passionate Magicka player I think spells should not exclude somebody (or something) just because you see them as friends yourself. That way you have to be more careful with your spells but I guess its just my own opinion.
Anyway, I'll take a look into the files about that.

Nice. You able to make them so the runes don't trigger and blow up when a companion/summon walks over them or the cloaks not do friendly fire as well?
