If you don't see it at all not even the Notepad then my best guess is the time you purchased the game as I believe the developers might have removed that feature at some point. Similar to Bad Company 2 when you can't play Multiplayer if you buy it these days (you can but you need a code not given to you at purchase). Some might have moved the files all I did was uninstall the game and relocate it to "\Documents\My Games\Sid Meier's Civilization VI"
