Civ 6 Debug Menu: How to use and Console Commands (Old)
By TheSewerDog
This is a guide on how to use the Civ 6 debug menu and console commands. The debug menu is not really meant to be used as a way to cheat except to reveal the map, and is meant specifically for debug use. I will add more info on the debug menu and console commands when I find new info on them. Please tell me if I need to fix something in the guide or add something, it helps a lot.

How to use the debug menu
To use the debug menu, you have to press the ~ on your keyboard* and it should open the console to look like this

This is the console where commands are put in.

The 2 arrows on the left do 2 diffenent things. The up arrow brings the console log which holds code you have put in.

The down arrow brings down the Debug View menu, which has different options to choose from.
Debug View menu options
Frame Statistics: Shows graphic information on things like frame rate, resolution, and vram usage.

VFX Statistics: An option shows info on video effect processes like effects simulated.

Time of Day: An option to change the time of day in the game with a slider, when the time changes, so does the lighting effects (i.e sky), this would mainly be used for people who want to take screenshots with different sky lighting.

Camera: Shows info on y and x axis, zoom, tilt, and height of the camera.

Lua Statistics: Shows info on Lua code working with the graphics.

Memory: Shows what the vram is being used for.

* The tidle key (~) is not the key usually used for all keyboard formats, if you have a keyboard in the different format of an US International keyboard layout, your key might be in the same area as the tidle key in the US International keyboard layout, shown below.

As Smash8ros told below for German keyboards, the ö-key opens the console on Finnish keyboard layout aswell.

For those could not make it work after changing AppOptions.txt and still nothing pops up after pressing "~": Try "alt“ + ”~“ as that worked for me.

@Jill Do you have a file named "config.ini" instead of "AppOptions.txt"? Try searching there

It does work depending on your goals for me it just worked when I changed "EnableDebugMenu 0" to "1". My goal here was to see the debug menu and that's it, If you can't find it press "CTRL + F" to find "EnableDebugMenu". Once you pressed "CTRL and F" a little bar should appear just search "Debug" or "Enable" and it should highlight the words that corresponds to the word your trying to find

If you don't see it at all not even the Notepad then my best guess is the time you purchased the game as I believe the developers might have removed that feature at some point. Similar to Bad Company 2 when you can't play Multiplayer if you buy it these days (you can but you need a code not given to you at purchase). Some might have moved the files all I did was uninstall the game and relocate it to "\Documents\My Games\Sid Meier's Civilization VI"

As the instructions state, go to Documents -> My Games -> Sid Meier's Civilization VI. If you are in common -> Sid Meier's Civilization VI then you are likely in your steamapps folder which is not the right place.

There is no AppOptions.txt anywhere.
