About Us

CEDA (Civil Emergency and Defense Agency) is an agency of the United States government organization. Since 1988, the Civil Emergency and Defense Agency has protected millions of Americans from terrifying consequences of natural and manmade disasters and is responsible for responding to disasters and assisting in the recovery. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the president that CEDA and the federal government respond to the disaster.

Mission

CEDA's mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards.

The Green Flu

The Green Flu, also referred to as The Infection, is a form of highly contagious influenza virus. Symptoms can be mild to severe, it's up to you to keep infection from spreading. Airborne transmission of an illness can occur through sneezing, coughing and exhalations.



Situation and Spread of Infection

First identified in Fairfield Pennsylvania by CEDA officials after patient zero was taken in to Mercy Hospital. Under odd circumstances(a heist), the virus broke loose and in two weeks most of the coastal regions south of Pennsylvania are affected. Later the infection spread north into New York and westward along the Gulf Coast into Georgia and Illinois then sweep across the Central Plains and midwest to the Mississippi River.

Safety Procedures

CEDA All-purpose Kit for Emergency (CAKE) contains standard relief supplies, medical supplies like first aid kits and adrenaline shots, instruction manuals and materials for the construction of a heavily armored metal door. Get a CAKE from the nearest CEDA center.

Items your safe room should have:

• An adequate supply of water
  
• Non-perishable foods
  
• A first aid kit
  
• A flashlight
  
• Necessary prescription medicines

In accordance with CEDA emergency management and public safety policies, firearm possession is strictly prohibited.

• Lock and barricade all doors
  
• Lock windows and close blinds
  
• Turn off lights and all electronics
  
• Turn cell phone ringers off
  
• Remove batteries from any smoke detectors
  
• Listen to further instructions from emergency broadcast stations

Large-scale Evacuation Protocol

• CEDA will activate large-scale assets including reserve manpower, Disease Emergency Assessment Dispatch trailers and many other transport vehicles to help process masses of civilians.
  
• Determine the numbers displaced and the status of the transport network, and make a decision on the most appropriate location for evacuation points bearing in mind the proposed locations for interim sheltering.
  
• Establish a strategic framework capable of coordinating with several emergency response agencies. Priority assessment will determine which area closer to the epicenter of the infection takes precedence.

Emergency Vaccination And Wellness Shelter

A CEDA representative must evaluate all patients for infection before evacuation clearance can be given. You must be entered into our patient tracking system to receive care at our facility.

Two CEDA EVWS personnel must accompany every transport vehicle. Luggage is no longer allowed on evacuation transports. Please leave your belongings in designated receptacles.

Please form an orderly line so that a CEDA representative can ensure you are free of illness before allowing you through the perimeter. Please keep your facemask on at all times.

Notify security immediately if:
You have lost your face mask or were not given one.
You have received any cuts or wounds since crossing the security checkpoint.
You have kept or handled livestock in the last 48 hours.

Causes of Mutation

The "Spitter" strain of Green Flu is caused by infection in a person with illnesses like chronic heartburn or helicobacter pylori. The virus hijacks the hormone gastrin which is the chemical used for creating stomach acid. The "Spitter's" saggy appearance can be explained by leakage of acid from the stomach into other regions.

The "Jockey" strain of Green Flu is caused by the degenerative properties of the virus causing a shortening of the spinal cord. This gives the "Jockey" its hunchback stance. The dementia and/or mania often seen could have already been present prior to infection and was intensified or caused by neurological damage to the brain during spinal cord degeneration.

The "Charger" strain of Green Flu is caused by a strange occurence where the virus causes massive amounts of growth hormones to be applied to only certain parts of the body causing a form of gigantism. The callouses on the overgrown arm of the "Charger" originates from constant use as a defensive tool as seen when it charges. The skin on the arm has been tested to be as thick as elephant skin and would require hard piercing rounds to penetrate so conventional surgical tools would be ineffective. The charging behaviour comes from the Green Flu's capability to break down the frontal cortex and other areas of the brain causing its victims to act like feral animals.

The "Hunter" strain is caused by infection in a person with high levels of lactic acid in the bloodstream, which is a result of heavy physical activity. The "Hunter's" claw-like fingers can be a case of bone dysplasia causing abnormal bone formations in the fingers.

The "Boomer" strain is caused by infection in a person with abnormally high amounts of fatty tissue or cholesterol in the blood stream. The infection hijacks the stomach and gastrointestinal system to overproduce bile in massive quantities. Normally, bile is used to break down lipids but when infected, bile production is assimilated. Upon dissection, the "Boomer" has a hollow midsection full of bile. This is because the infection broke down all the fatty tissue and organs that were present and converted it for bile production.

The "Smoker" strain is caused by high amounts of cancer or tar in lungs which inhibits complete exhalation thus fill the lungs with infected "smoke". The "smoke" can then cause cancerous growths on the face and body. The virus then hijacks stem cells to cause the growth of multiple, extremely long and complex muscle structures similar to a tongue to form. Combined with tumorous muscle growths on neck, which the random contractions of said muscles cause the mouth and esophagus to act like the barrel of a gun and launch the 'tongue' great distances and reel it back in just as effortlessly.

The "Witch" strain is caused by the virus creating a serotonin imbalance which results in clinical depression and is only found in females. It is theorized that there is a direct correlation between a moment of great emotional stress before infection and becoming infected with the "Witch" strain. Since the virus breaks down fatty tissue to replicate itself in the host body, an already extremely thin woman (like an anorexic) would experience extremely violent hunger pains as the virus broke down fatty tissue in vital organs. This would cause her to seek out easily digestible carbohydrates that she woulld need for survival. The slow rise into an extremely violent "tantrum" observed in the "Witch" can be because this strain of the virus is female only, it could possibly put the "Witch" in a permanent state of menstruation or PMS along with the virus altering the visual cortex causing photophobia. The "Witch's" claw-like fingers can be a case of bone dysplasia causing abnormal bone formations in the fingers.

The "Tank" strain is caused by the virus shutting down the production of myostatin, the chemical that regulates muscle growth. Without myostatin, tumor like muscle growth grow exponentially until complex muscle movements are impossible or limited and only basic muscle movements are possible. The high aggression also seen in the "Tank" can be explained by the hijacking of the adrenal cortex and overproduction of the chemical adrenaline. High amounts of this chemical can cause higher alertness, agression, and rage.

Boomer

The Boomer is an extremely bloated Special Infected. Their mutation has caused them to overproduce immense quantities of bile.



The Boomer's bile

A unique chemical binding effect with Infected and non-Infected flesh. It binds and reacts to either Infected or non-Infected flesh depending on the concentration levels of certain chemical compounds in the bile. Bile from an Infected Boomer only binds and reacts to non-Infected flesh.

The bile reacts to a specific chemical signal and produces an extracellular stimulus that induces a pheromone-like attraction from nearby Common Infected which causes them to swarm and attack the bile-saturated source.



CEDA Bile bomb

Since discovering non-Infected tissue as the chemical signal, stale non-Infected human tissue is added to bile. The treated bile no longer binds and reacts to non-Infected flesh as it has already reacted completely to non-Infected tissue. Instead, it now only binds and reacts to Infected flesh, creating a Bile bomb.

Anti-Green Flu Plan

The virus is highly unstable, rapidly changing and mutates daily. There are multiple strains of the virus, some yet to be identified. When the virus stabilizes, tests will be conducted and vaccination plans will be carried out. The search for a cure will be carried out after.

I think it's cool that these aren't necessarily bad instructions, just hopelessly under helpful for the scope of the problem. I kind of am reminded of the combine in half life being able to conqueror all of earth in only 7 hours.
