One Down Support/Dodge Build (No DLC) *UPDATED*

One Down cops deal so much damage with just one bullet, don't they? Not even armor can save you (unless you have Anarchist but this is a No DLC guide). So this build will be using another mechanic other than Armor and you're gonna be the next Neo after this.

Dodge
Dodge is basically the chance to avoid bullet/melee damage from cops. With this mechanic, we can actually "take" less damage than using an ICTV Build. Here's why...

ICTV has a base armour of 170, but Zeal cops will deplete it in just 2 shots. Just imagine if there was a swarm of them in an area, you'd be dead in seconds!

Dodge on the other hand can ignore bullet damage all together, but keep in mind that it is luck-based, a 60% chance to ignore damage from a bullet. You could be lucky and just sprint your way to a dying teammate without even taking a single hit, or once you get out of cover, you're already downed.

This build is very luck based, but it's more effective than your usual armor build, simply because dodging 1 shot is already a CTV's worth of armor. You're theoretically tankier than other armor builds.
How To Play
Here's a list of how you're going to work with this build:

1. Hide in cover. This is a no brainer because you can't guarantee you'll dodge every bullet.

2. Always sprint when getting out of cover. When you sprint, you have a 10% increased dodge chance, meaning it's 70% chance to dodge. If you're out of stamina, just hide and wait until it goes back up.

3. Dominate cops. Don't shoot their head and it will most likely not kill them, then just press F until he's cuffed.

4. Get 2 Joker cops. If you've dominated at least 2 cops, convert them to Jokers, making them your meat shields. If anyone goes to custody and you don't have any hostages, these 2 will make the cut.

5. Complete the objective as quickly as possible. Staying longer in the heist will result in more cops and lesser resources. Heists like Goat Simulator are a great example of this. Always go for the objective, but make sure it's safe to do so.

6. Get your team up if they're downed. You won't survive on your own, so you have to save your team or else everyone dies.

The Skill Build (other versions below)
Mastermind

  • Inspire: This will save your downed teammates, Read the situation every time.
    Is your teammate far away but in cover? Go to him and revive.
    Is your teammates far away and not in a safe area? Inspire.
    Is your teammate near to you in safe cover? Revive.
    Is your teammate near to you but you're under fire? Inspire.
    Using Inspire smartly is key to not getting your team downed over and over.
  • Stockholm Syndrome: This will save you. Make sure to have a hostage/joker or you won't get out of custody quickly. You don't know how much this has saved my team from reaching the end of the heist. The last guy gets downed, as everything goes black, and the reset button is about to get pressed, you suddenly get back into the fray and sprint to the exit. Be careful as this is only a 1 use perk. Once you use it, you can never use it again. Avoid getting downed at all cost.

Enforcer

  • Resilience: Flashbangs are seriously annoying, and being flashed for a long time could cost you the whole game. We remedy this by acing it.
  • Shock and Awe: Because you need to regenerate your armor as quickly as you can. This does not stack with other Shock and Awes, but you're a support. If one teammate doesn't have this, you might as well be the one handling it.
  • Bullseye: If you get hit by a bullet, you can just headshot an enemy and you'll have this thing that I like to call...
    Armor Immunity: A mechanic in which armor will absorb any amount of single damage taken. If you take 100 damage, your armor will break, but your health won't add up with it. If your armor gets depleted, hit an enemy in the head, and you'll have 5 additional armor, which is then used for the Armor Immunity.

Technician

  • Drill Sawgeant: This is very situational (which is why I didn't skill it), as you might not really need drilling in the first place, or your teammate already has it, it depends on what the heist and your team needs, you can remove Shock & Awe and Second Wind aced to get Drill Sawgeant aced, don't ace Hardware Expert though. Scroll down to see links that utilizes this skill.

Ghost

  • Sneaky B4st4rd: This is where our dodge comes in. We need a detection rating of at least 4 so that the dodge chance will reach 60%. Though you can have a 7 concealment rating, and you'll only lose 1% of dodge, it's best to maximize our only source of "tankiness".
  • Second Wind: Your team will be able to run a lot and it'll help you run faster as well.
  • Low Blow: To deal decent damage. I told you this build is luck based.

Fugitive

  • Nine Lives: This skill is basically staple food when playing One Down. It adds an extra down, rather than only being downed once, you can get downed twice!
  • Swan Song: Another staple food as this gives you the ability to do three things: Revive a teammate, dominate a cop, or hide in cover. Acing this gives you all the time you need. Having this also gives you infinite bullets when in Swan Song so we'll exploit this with a strong weapon.
  • Feign Death: A 45% chance to get back up (if you're unlucky, you might as well go with the drill skills). This is very useful as it can allow you to be the one up and running when your team is downed.

The Weapons
Primary
We want a weapon that has high concealment while dealing large damage in a short amount of time and consuming as little ammo as possible. But what kind of primary should we pick?

Shotguns.

Shotguns deal amazing damage in such a short amount of time, can be modded to have high concealment. While it does consume a bit of ammo, it's definitely efficient enough. When you're under Swan Song, just spam this weapon and destroy everything in your path.
The M308, (an assault rifle), would have made the list if it weren't for the fact that it can't have a concealment value of 28.

THE MOSCONI 12G SHOTGUN

Secondary
Our secondary should consist of shooting from long ranges if our shotgun can't reach the enemy. A sniper could destroy your entire team, simply because none of you had any ranged weapons to hit him from afar. Your carries will most likely have crossbows and grenade launchers, and those weapons won't be effective if the sniper is really far away.
So we'll need a pistol. A pistol that deals high damage, high accuracy (around 90 and above) and has good concealment. The Bronco would have fit this role if it weren't for it's horrible accuracy (and if you do buff the accuracy, it's concealment wouldn't be enough). So we'll be going for it's brother...

THE DEAGLE PISTOL

The Tools
Equipment: DOCTOR BAGS




Obviously our main deployable. This is very required for being a support, or just One Down in general.





Armor: TWO PIECE SUIT



Wearing any other armor would reduce our Dodge percentage, and we don't want that to happen. You also look smashing on it.








Perk Deck: ROGUE

This is where our Dodge comes in. No other perk deck would be viable for Dodge other than Rogue.

Melee: ELECTRICAL BRASS KNUCKLES




To stun enemies and dominate them. It's very useful against special units (except Dozers)





Throwable: CONCUSSION GRENADES



Concussion grenades are very useful. Use these when you need to make a quick escape from a swarm of cops, or if your teammate was downed in the middle of the fight.
Final Remarks
That's it. This build isn't the best obviously, but with this build, play it right and you'll be able to finish One Down missions with ease. Of course the main factor to winning any One Down heist is teamwork. Cooperate with your team and you'll achieve victory in no time.

This build is an example that you don't need DLCs to finish the highest difficulty in the game, DLCs just make it easier, but that doesn't mean having no DLCs make One Down impossible.

Sounds good, I recently started payday 2 again and going to try Mayhem, Deathwish a lot before heading into One Down, first I need to become infamy V. I will try it out later, you will get a thumb up ;)
