Auto-Survey Always Available

Description
Makes auto-survey always available. To avoid affecting game balance and to increase mod compatibility, the vanilla auto-survey tech with its 25% survey speed bonus is left exactly as it is.

Indeed, automatic auto-explore will be a fantastic feature to be added to vanilla! 👍 I will be retiring this mod at that point, so thanks to everyone for downloading and using it!

This mod will very likely become obsolete with the soon-to-be-released v3.4.4 update, but thanks for having maintained it while it was needed!
