[Outdated] LucasAvis Quintuple Leaders & Planets

This is just a condensed version of the Leaders and Planets mods I made for Multiplayer use.

I may add increases from other sources as my previous mods did later in Heinlein. But I do aim to be as compatible with other mods as possible.

What does this mod do?
Put simply it quintuples the amount of leaders and planets you can have from the base source.
That is all, does not affect leaders or planets in any other way.

Compatibility?
Should be compatible with any mod that does not edit LEADER_BASE_CAP or CORE_SECTOR_SYSTEM_CAP
Doubt it is achievement compatible.

What exactly is changed?
NDefines.NGameplay.LEADER_BASE_CAP
NDefines.NGameplay.CORE_SECTOR_SYSTEM_CAP
