Snowden - No Mods Vanilla Save

Simple starter city in a standard winter map. Uses no mods or custom assets (if you catch one, let me know). Started with the main city area, then extended the highway around and added a fledgling agricultural area. Both can clearly be improved/expanded upon. Three tiles are in play. City was financially solvent when I saved it. Only current traffic issue is a highway exit. No mod / no mods, vanilla save game.
