They do not shine at all, even in tunnels during daylight. This is how they 'work' since v1.40 in April 2021. On the other hand, before (like in 1.39 and earlier releases, that is before April 2021), lights used to shine in the sunlight during daytime, which was not realistic anyway. So, all in all, perhaps (and I say "perhaps"!) it's better this way, although as said, it bothers me a LOT that lighst now cannot be seen in tunnels during daytime at all. Anyway, this Mod is possibly going to enhance the light's beams further than the vanilla simulator does. I think that this is one MOD which users should not drive without!!!
I've been using this pearl since forever (at least from 2019, that is when I started using ETS2 and ATS basically every night before going to bed!), and I did not ever really follow a particular load order, except for the fact that I tend to load this MOD at the beginning of the Mod Manager (that means at the top, more or less, so that is basically loaded BEFORE other mods in the complex).
Unless you are going to use other MODs that can change the overall lights' sources behaviour, I dont't think yuou are going to have too much trouble all in all. In the end, the Load Order is a matter of trial and error, every time you activate a 'new' Mod. Just keep an eye on weird behaviour of the simulator (also check the Console for 'red' errors), and cross your fingers.
