TO OPEN Insignia Utility: bind a key to "insigniautility"

This addon will introduce realism to your server through the practice of police management.

Players will now be able to see the ranks of their Municipal Enforcement over their head

* Highly Configurable! Show Insignias through any of the three!

- Whitelisted
- Nickname
- View Distance
- Height of Insignia above player
- Height and width of every insignia

* Easy Administration
- Administrators can whitelist
- Configurable whitelisted ranks can whitelist! (ex. Police Chief whitelists a new corporal)
