This merchant can be found in the Bannered Mare in Whiterun, he might be enjoying a drink next to the fire or walking around but he will sell:
Steel Ingots
Iron Ingots
Deer Hide
Deer Hide 2
Horse Hide
If you cannot get onto his shop page when you speak to him either wait a second and try again or try pressing your wait key [default T] and wait a few hours as he may not be his "open times".
