Version 3. "The Situations" Update.

Change Log:

- Removed effect of oil price on GDP
- Removed effect of traffic congestion on GDP
- Dramatically reduced effect of road building on car usage
- Swaped the effects of synthetic meat grants to please Environmentalists
+ Transportation cost simulation. This is the new way traffic and oil will affect GDP
+ Velocity of Money simulaiton. Basically 'spending power' of the lower and middle classes
+ Quality of Life simulation. when people are happy, well educated, and healthy, they work harder
+ CEO wage cap. Cap the wages of corperate executives to a percentage of the average wage of his or her workers
