You don't need to see all the Rei memories before the end of chapter 9 for the true ending. The actual branch point for good vs. true ending is the final "information" scene with Histoire right before going back to the hyperdimension , so you can finish up the Rei memories a bit later (i.e., if you already have a save file in chapter 10).
was gunna do your original plan of doing most of the optional true ending dungeons, make a seperate save, go for good ending, then go for true ending imediately afterwords.
but...
turns out, i was very reckless with my megabites on plan spending, and when i got to the final dungeon before the ending split, i had.... 5 megabites left for plans and 2 optional dungeons that still needed to be made 8I
had to replay the entire story mode again.
moral of the story, don't blow all of your money in one place.
I'm quite grateful Re;Birth3 has only 3 endings.
