extract it to the game folder, open d3d9.ini and set:
ForceWindowedMode = 1
ForceWindowStyle = 1
Save changes
As a bonus you can also limit fps there since the game doesn't have one

I then tested the app "Borderless Gaming" version 9.5.6 which can be easily found via google.
The app reduces game crashes to a minimum - only when the screen saver starts, the game will crash. other than that it runs fine.
On the "Launch" Application icon, where the name of it is, I changed it from "launch" to "launch -d3d9 -windowed" (I've also tried with no space after the "launch") and I still can't go any further. I have Windows 10 and 64-bit.
