Finding SteamTours.exe
This is where our adventure begins. You've tried the front door, but SteamVR was merciless. Your dreams and hopes were shot down, but you haven't given up. Let's sneak to where SteamVR isn't looking and use the backdoor!

So let's find SteamTours.exe. First you need to find your SteamApps folder. This is the folder where steam saves your games/software. Its usually in "C:\Program Files (x86)\Steam\" . If you've setup a SteamLibrary in a different location or installed Steam in a different location, look there.

Once you've found your SteamApps folder, navigate to:
"steamapps\common\Destinations\game\bin\win64"

You are free to launch SteamTours.exe and explore! Movement is WASD, Looking is LeftArrow and RightArrow. If you want to use console, you will need to open the commandline and launch SteamTours with -console.

The next step will cover the commandline and will require SteamTours to be closed.
Opening CommandPrompt.
Aha! You've located the back door! SteamVR might be a powerful foe, but not the sharpest! The door was left unlocked! But wait! There is a turret behind the door!! Have no fear! CMD will be our Cloak and Dagger!

So now with the win64 folder open, you may have noticed the SteamToursCFG.exe. It sitting there daunting your curiosity as to what it holds! Well now is your time to shine! Click it!!

This is the project manager for the toolkit. It comes with an example project for you to use. But it's a template and directly editing it is locked.

Select the example project, hit "Create New Addon From Selected", and name it what you want.

Now that your new project is created, click "Show Launch CommandLine", You will need to copy this.
-------------------------------------------------------------->
So now we need the command prompt.
Win + R, Type "CMD", Hit Enter

Now paste the "Commandline" from the ProjectManager into the Command Prompt and remove the "-vr" and "-toolsvr".

Hit enter.
Welcome to the Source2 ToolKit!
Despite the challenges, merciless enemies, and the extreme mental challenge, you've done it! You now have access to the ToolKit without needing a VR Kit!!

Thread is older but a question to that theme:
I edit my workshop environments alwas in 2D without a VR headset as long as I add properties, things, lights and so on.
What I'm missing is the possibility to walk around (with mouse or keybord) but just the keys of left and right arrow on the keyboard do anything. WASD doesnt function.
Any ideas...?

Wait a minute, destonations can be played in desktop mode? You know, I did not see the rest of the game info.

Or you could just download and run ALVR (https://github.com/polygraphene/ALVR) before opening SteamVR. Even without a headset, ALVR still looks enough like a VR system to allow SteamVR workshop tools (e.g Hammer) to run. ALVR is also a pretty awesome wireless solution for Samsung GearVR, Oculus Quest and Oculus Go.
