2) Can communism be expanded to have a) elections for all "leaders" rather than just the executive of the central governing body, with scientist leaders being elected by the scientists of their field, planetary/sector governors being elected by the people under their jurisdiction, admirals/generals elected by the troops under their command, etc, and b) those leaders (the "ruler" included) being subject to recall if their constituents get unhappy enough (maybe with a random element)? And the agency this takes away from the player can be balanced by there being no limit to the number of leaders and there being no influence cost for recruitment of leaders if their constituents decide to elect one
