Planet Cap and Starbase Cap Raised

Description
This will raise the Planet Cap to 10 and the Starbase Cap to 10

- It will only increase the base cap so everything that adds to the cap will give you more than 10 planets
- will not mess up your save file
- if you remove the mod, everything is back to normal

I take it this mod is from when both where still hard capped or something, but does it place a recap to the currect version?

made for game version 2.5. It's now in 3.6. yes i'd say this needs an update
