Introduction
Below are two methods for finding a Steam background. The first one is done in a browser, and the second is done within the Steam client.

NOTE: If you have a background image URL but just need to find it on the community market, please view the "NOTE" section.
Browser Method
Open up your browser. I suggest using Firefox.

Load a Steam profile with a background that you're interested in and right click it.
Select "View Background Image".

Now, open Google Images in a new tab and simply drag and drop the background into Google Images. In the results it will display the background's community market link.

If you do not wish to use Google Images, look at the URL of the background image and copy the numbers after "public/images/items". This is the app ID of the game the background came from. Copy this number. (Yours will be different than mine.)

Paste the numbers you copied in a Steam store URL. This URL should look something like the image below.

This will direct you to the game the background is from. After finding out the game's name, you can simply go to the community market and search for the background.

Steam Client Method
Once you've found a profile with a background that you're interested in, right click it.
Select "View Source...".

After selecting "View Source...", a text document will open on your computer.

After the text document has opened, you'll want to type Ctrl+F (or ⌘-F for mac users).
This will open a word search window in the text document. Search for "public/images/items".

Once "public/images/items" is located, there is a number right next to it.

NOTE
Every Steam background URL has an app ID after "public/images/items", so you can use the final step of this guide to find the store page of any background's game.

I hope this guide helps some. Thanks.

@Jotaro A lot of people's inventories are private or there are hundreds of backgrounds to look through. This guide is for those situations...
or you can check the guys inventory and see which background he is currently using...
