You should be able to mod all of what you asked, just play around with the fire musket ability.
Ideally, the soldier would use the normal bolt attack until he decides to spend a full round to load the heavy bolt. Once done, the normal attack wouldn't be possible anymore until the heavy bolt is discharged (or a full round is spend to unload). This would more realistic and perhaps less balance impacting, but is this moddable?
