You use fencing to mark off the "sidewalk" then within the building construction selection, the fence walls can be dropped to just above the ground. Change color accordingly and you're set!

This is probably a noob question but, how do you make paths/sidewalks?! I would really like to you how you made those little paths/sidewalks in this blueprint... Thanks!
