Using this mod cannot be forbitten either way, no matter if the term 'use' is going for single player or multiplayer servers - Though, you may do not upload another version (copy) of this official one, since you'd be violating the rules of the garry's mod workshop.

Always keep in mind, that no one could say 'You are forbitten to use Addon X on your server', but every content creator has the right, to decline a request regarding the requesting person to either upload it on the workshop with no editions nor edits.

If you may want to take your time, then read the garry's mod rules on their website, what you can do, and what you may not.
