I do not know if you create a mod, such balanced time/check watch, and implement it into the map (somehow) if it will carry over into the mod or not.
Anyway, so in short:
If it's a mod (e.i. changes the way the game itself works) it has to be uploaded to a modding website.
If it's a custom map (adds story or game modes via limitation or availability), it has to be uploaded to the Steam workshop from inside the DL developer tools program.
But...hmm, looking through the comments here I see that user and their comments are gone now. That's so strange, maybe they were banned from Steam? Or deleted their account? So strange because I didn't delete or block them so it should be there still. Even if you go all the way back to the beginning of the comment section on page 3, you can see my first comment is responding to someone else who's comment is now...missing.
