Introduction
Making a server can seem complicated, especially one that can be played by everyone over the internet. Taking it step by step, though, can greatly decrease the complication. The first step is to make an Unturned LAN server, and the second is to open it to the world.
Basic Server
Find Your Folder
To start, you need to find your Unturned folder. Start by looking in program files (x86 most likely) --> Steam --> Steamapps --> Common --> Unturned. This is the main Unturned folder.

Create Server Shortcut
In the main Unturned folder, there will be the Unturned shortcut (Unturned.exe). Create a shortcut of Unturned.exe. You should name your shortcut of Unturned.exe something different, like UnturnedServer.

Add Lines To Target
Right click on your shortcut of Untured.exe (now something named different, such as UnturedServer). Select Properties. In the target line, add " -nographics -batchmode +secureserver/[Folder Name]". This does not include the quotation marks. Also, there is a space between the last character (or quotation mark) of the original text and the first dash in the added text. Click apply or OK. ***[Folder Name] means you get to make up your own name for your folder, such as "Main" or "Server 1".

Shortcut for this picture should be named UnturnedServer.exe.

*****
You can change the line "+secureserver" (safe and accesable via the server list) to "+insecureserver" (does not deny VAC banned accounts) or "+lanserver" (only LAN accessible).

Launch Shortcut
Double-click your Unturned server shortcut. A black box will appear, but sometimes this can take some time!. After the black CMD window pops up, type in "shutdown". This will close the window, and write the files and folders you need.

Choose Your Options
Navigate to Servers --> [Folder name] --> Server. Open the .dat file labelled "Commands". Type in the following:
map [PEI, Washington, or Yukon]
password [your password]
name [name of server]

Save the file.

There are also many other commands that you can put in here. This is a list: http://unturned.wikia.com/wiki/Server_Commands

You Can Now Play Your Server On LAN
You can launch your Unturned server shortcut and connect to it by going to servers, then refreshing the LAN. You can also connect directly by inputting the local IP address of the host into the direct connect option. If you are hosting the server on the same computer you are playing on, direct connect also works by typing in "localhost" into the IP address slot.
Port Forwarding (play with friends anywhere)
Introduction
To be able to port forward, you need to be able to access your router online. This means you must have the password and username for your router (if they are still default, it is OK). Without this, you cannot port forward.

Access Your Router
Normally, you can type 192.168.0.(***) into your internet address bar, and that is your login page for your router.

If this does not work, start by looking at the sticker on your router.
Type your password and username into the respective bars. If you don't know your password or username, they may still be default. In that case, look at the sticker and it should say the default password and username. If they are not default, but you can't remember your password and/or username, you can reset your router.

*** One user was kind enough to tell me that his Netgear router logged in using 192.168.1.1 ***

Port Forward
Look around in your router menu, and see if you can find something along the lines of "gaming" or "port forwarding".
Mine has a tab under a tab, so:
And then:
Every router is different, so I can't give you specifics. Once you have found the tab or menu for port forwarding, you need to enter your local IP address. To find your local IP address, type "cmd" into your Windows search bar. Once you have Windows CMD up, type in "ipconfig". It will be the IPv4 address.

Now, the port forwarding section might look intimidating, but it's not. For the IP address, type in your local IP address. This makes it so the router sends information from those ports to your computer.
For the start port, enter 27015. The end port will be 27018 (that's what I do. People will give you different numbers, but this works the best, in my opinion). There should also be a selection for UDP and TCP ports, select both. If you don't have a selection for both, create a section for UDP, then another for TCP, using the same ports and IP address.
Now enable those ports, if your router requires you to do this action, as mine does.
***Enter your own local IP address, not the one that is in the image.

Your Are Now Ready To Play!
Once these ports are enabled, you can launch your Unturned server exe. As long as your server is a secure server, it should work. As the host or playing on the same router, you can enter your local IP (or "localhost") or go into the server list and refresh LAN.
Other people can search for your sever name in the server list and refreshing "internet". Players can also direct connect by inputting your public (router) IP address
( https://www.ipchicken.com ) into the direct connect area, and using the same port you are using (default 27015).
Have fun!
Troubleshooting
If your server is still not working or was working at one point but now is not, try:

  • Turning off your firewall. If this helps, look up how to allow certain ports through the firewall.
  • Make sure your IP address is the same in your router port forwarding section as it is in your Windows CMD box. Your IP address changes, so always check this first!
  • If the initial Unturned server CMD does not come up, give it some time. If this does not solve the issue, make sure you have inputted the right text in the target line.
  • If you can enter the server (or your friend), but the screen is stuck on the loading screen, delete your player files (in servers --> [folder name] --> players). Delete the folder with your (or your friend's) Steam ID on it.
  • If your friends can't join, make sure they have the right IP address, port, and password.
  • Make sure that you are running the same version of the game as your friends. Sometimes your server may not be updated, but your friend's game is. These are not compatable.
  • Check if your computer is running more than one network. If it is, you may have to disable one or more of the networks until there is only one network active. Make sure to check you IP addresses again.
More Information
If for some reason your server isn't working, you can comment below.
There are also many other resources out there that can guide you through making an Unturned server. If I didn't give enough information or somthing isn't clear, you can search on the internet and find many other great guides (and some not so great guides). You can also comment, and I can add sections.

Rocket Mod
I now have a guide for installing the Rocket mod. If you want more options for your server, or you want your server to be like a good public server, you can install and use Rocket. Rocket has many pluggins, like tpa, kits, and deathmessages, which make your Unturned server more customizable and professional.

Yeah the issue causing it was the steam cmd version being outdated, thanks for the comment tho. If anyone has had the same issue the only way to solve it is reinstalling steam cmd.

Sorry, I haven't played Unturned in over 3 years, and it's changed so much. I also made this guide when I had a lot of time. Now I don't have a lot to invest in it. I'm sorry. There should be guides out there for port forwarding .

Hey guys, sorry, this is a really old guide, and probably out of date. I'm not actually sure if this method works anymore. However, I assume the missing modules means that there are mods that you haven't download from the Steam Workshop. The (***) means either important OR a number or letters that you make up on your own/mean anything. As for the port forewarding, each individual router is different, and you'd have to look up how to do it on the web. Some super basic routers don't even have port forwarding, but I'm sorry, I don't know how your's works specifically. That would be an internet question, but inputting the port numbers for Unturned.
