I added the negative opinion, so there is another reason to pay the manpower back apart from not being able to rent manpower again.
But I will think of those suggestions and how I can add them.
I don't own Mare Nostrum, so: No.
As I answered to another comment already, it probably is kind of what is done with mercenaries,
but ingame - at least when playing with Extended Timeline - after ~1700 you don't get any more mercenaries and in the early ages they are very expensive.
