That is the reason, the creator commented on it.

Obviously though this is just a fan-made battle, but there's a given reason, whether headcanon or canon.

Pretty sure Alphys having Gaster Blasters is supposed to be in the headcanon that Sans, Gaster and Alphys worked together in the lab. Or, since it's obvious that at one point Gaster did work in the lab, (with or without Alphys; remember log 17) Alphys extracted the Gaster Blaster power and put it in herself in her "NEO Transformation"
