You must have administrator permission to run console command.
run console command basecamprog0() to spawn a base camp.

I will not update this mod for some time, so I added some camps from singleplayer version.
But all prefabs or turfs from Shipwrecked DLC are not supported now, so trying to use commands below will crash the server.
