SCars no fuel consumption

Description
SCars settings do not allow to disable the fuel consumption of vehicles by default.

This addon simply sets the fuel consumption of each spawned vehicle to 0, so you'll never have to worry about gas or gasoil consumption! Have fun.

This addon can be useful because:
- Oh I'm on a DarkRP and the necessary tool is disabled!
- Oh I forgot to disable fuel consumption and my vehicle is empty while I have no fuel can!
