Yes, the shotgun laser is a special thing, as well as DLC weapons arent level dependent.

is las 13 a special weapon? its not in the list and i can get her too. im lvl 16

So on Lvl 21 you get the last useful thing. Im 21 now

Having finally reached L26 today, I'll just say Strong Arm (ability to throw things farther) seems underwhelming. I guess maybe with certain artillery and airstrike stratagems it might help keep you out of trouble in groups.

Unlocks of 28, 29 and 30 are pieces of the 'Heroic' armor. Body, Helmet and Cape, respectively
As well as Lv50, unlocks the Admiral armor set.
