UU: Chuunibyou Writer
Replaces the Great Writer. Outside of a [ICON_GOLDEN_AGE] Golden Age Chuunibyou Writer's Great Work provides 2 extra [ICON_CULTURE] culture (bonus cannot be converted into tourism through Hotels, etc.) but reduces the [ICON_PRODUCTION] production of the city by 1%. In a Golden AGe, the production penalty is not applied and the [ICON_CULTURE] culture bonus is increased to 4. Chuunibyou's Political Treatise produces less culture than a standard Great Writer.
[NEWLINE][NEWLINE]Spending a Chuunibyou Writer causes the civilization to enter a short [ICON_GOLDEN_AGE] Golden Age.
