Getting started
After you do this the game starts up the same except at the opening (where Rico is sitting on the beach) there it will ask if you want to go into the offline mode since it can't connect anymore. I've noticed better performance and it even got rid of some stuttering, not to mention no more stupid notifications about leaderboards.

(I'm using Windows 10)
Confirmed to work with both Windows 7 and 8

1. Control Panel
2. System and Security
3. Window's Firewall
4. Advanced Settings
5. Outbound Rules
6. New Rule...
7. Program (click next to find your justcause3.exe in your steam folder)
8. Block Connection

I hope this helps.

If this helped you please leave a thumbs up, thank you.

(EDIT: I understand that this guide maybe outdated by the time you purchased this game or decide to take action against this feature. Square Enix has proven time and time again that they aren't willing to get rid of this online DRM crap. If this guide is not working for you, I apologize and hope you can find a work-around either through mods or offline mode through steam.)

How to reset back to default settings
If for some reason you want to reset it back to default settings, just delete or disable the rule you made. Follow steps (1-5) to get where you need to be to delete or disable the rule from your firewall; I called my rule "Just Cause 3" so I could find it easier. What it looks like.[i.imgur.com]

This guide is now obsolete. The game refuses to launch if it can't reach the server.

So for the people saying "Don't listen to the delete your saves guy" Yes and no, you sometimes have to delete your save if you delete mods due to it not working without them, if theres an error with your save file for some reason it shows as "Cant connect to servers" and clicking "play in offline mode" does nothing as it just repeats the "Cant connect to servers". But thats *only if you have an error with your save file*, following this guide should disable the notifications about leader boards and might increase performance (Idk I havent tested if its faster or not)

dont listen to the delete your saves guy, but if you did anyway you have to verify your files if you have done stuff to the point where a ctrl+z wont get it back
