Before talking to Norok, you need to get Madora to become more tolerant, 5 instances at least(in dual dialogues both players must agree). The Forgiving trait must be higher than Vindictive trait.

2. After using first Starstone and leaving End of Times

3. Hiberheim portal (lake)

4. Talk to Yarl about "Spinebreaker"

5. After talking to a guard next to a zapper

6. After talking to Broggar

7. After talking to Thelyron about the healing stone
