what do you mean that roads are overlapping?
if you mean they cross each other on different levels, that's the whole point of an interchange

all of your interchanges have roads overlapping and it causes massive slowdowns.

It's old, outdated, deprecated. Look at the date I uploaded this asset. The game changed through the years, the traffic AI changed too. When I created it 2 years ago it worked perfect with 100K population.
