Weaker Magic Anomaly

Description
This Mod Changes the Magic Anomaly From Being 175% of Your Level to Only 90%, It Also Gives Them a Cap Level of 30. This Helps a Lot Were Normaly You Would Have to kill 20 Level 175 of These.

I remember fighting these for the first time at the end of the CoW quests and took longer than the Alduin fight. Never fighting them like that again!
