Go to "Display" -> "Adjust desktop size and position" In youre Nvidia Control Panel
Select "Full-screen" and "Override the scaling mode set by games and programs"

Right Click in Steam on "CS:GO" -> "Properties" -> "SET LAUNCH OPTIONS..."
and add Follow parameters:
-noborder -fullscreen -w 1280 -h 1024

If the laptop has NVIDIA Optimus with both NVIDIA and Intel graphics then you may not get all the options from the NVIDIA Control Panel, specifically any option related to the display. For example, if the HDMI output is connected to the NVIDIA graphics, then connecting/enabling a display to the HDMI port should immediately enable all the Display options in the NVIDIA Control Panel.

Thank you so much for this. After a recent Windows 10 update I could no longer stretch CSGO. All I needed to do was tick the Override setting. I didn't even need to set the launch options. Thanks a lot man <3
