2) Some modders have stipulations about how you're allowed to reuse their assets. I'm not saying this particular author is, but I know some authors have gripes about their stuff being uploaded from one platform to another. I'd rather not risk displeasing the original mod author.
3) I'm not quite sure why you care so much, the original mod's files are loose so it doesn't show you any inconsistent non-workshop .esp files in your mod list
4) The steam workshop isn't a great resource for modding, not many publishers upload their stuff here. You're probably better off just downloading everything from the nexus instead.
Also I think the cities are just to small and there are to few villages to make amount of Soldiers and Bandits explainable
