What causes the error?
The LANPatcher has stopped working error is caused by the Rockstar Games Auto-Updater, when it is unable to find certain registry entries. This guide will show you fixes and a bypass, to hopefully enable you to actually play the game.

The error usually occurs right after the game is launched from steam, where it says it's "Checking for Updates", which is immediately followed by the actual error itself.

"Checking for Updates"

"LANPatcher has stopped working"
Fixes
1. Download the latest version of the Rockstar Social Club
This will usually fix the error, the link can be found on HERE[support.rockstargames.com]. It should be a roughly 120 MB download, and this step will have to be repeated everytime there is a new Rockstar Social Club Update (Generally once or twice a week, due to GTA 5 requiring it) . Just run the .exe and that's it :)

2. Verify the Integrity of Game Cache
Only do this if you have tried the step above or the bypass below. It will redownload some of the parts of your game, however it might take a while if you have the game installed on a HDD.

How to Verify Integrity of Game Cache
1. Find the game in your library and right-click on it
2. Hit properties, and then the "Local Files" tab
3. Click on "Verity integrity of game cache"
4. Done.

Bypass
How to bypass the error from happening (really simple)
1. Before launching the game, disconnect from the internet
2. Launch the game
3. Once you get past the "Rockstar Games Auto-Updater", hit Offline Mode, and the game should launch
4. You can now reconnect to the internet, and enjoy steam while playing

I'm pretty sure my solution is relevant even to Windows 7, but it's for a different LANPatcher issue. It's just that not a lot of people have the language format set to something weird.

I haven't tried it on Windows 10 yet, but I will and if this is the case I'll add it to the guide. Thanks for the suggestion. :B1:

If nothing above helps, go to "Control Panel > Region > Formats" (or "Control Panel → Language → Change date, time, or number formats" for Windows 8 and newer) and change the format to something generic like "English (United States)".
The reason is that LANPatcher.exe crashes if system format set to certain values.
