No Shout Cooldowns With DLC

Description
So after a while of searching, I couldn't seem to find a mod that included all 27 Shouts at once. You'd have to get 2 separate mods which seems to me like a waste of time. So I changed the cooldown time of all 27 Shouts to 0.0 seconds. I also turned off that silly "One use per day..." for Dragon Aspect. Of course since it includes all the Shouts you will need to have both Dawnguard and Dragonborn for it to work.

FINALLY
a mod that works with dlc that shortens the recovery time
