Intro
I found that - playing as Yunica Tovah - the textual hints to help restore the Evil Ring were poorly translated. I had one "hell" of a time trying to figure out how to do this. This guide was made to save you that frustration...
NOTE!
If you are playing as the 3rd playable character (neither Yunica, nor Hugo), just use Boost at the Door in Rado's Annex. You don't need to use the methods mentioned below. Not mentioning the character's name because...spoilers.
Summary
In order to pass through the Devil's Gaze, you need to restore power to the Evil Ring and wear it. Then, click on the cursed door and it will open for you.
Step 1
  • Obtain the Evil Ring
It's just inside Silent Sands - if I remember correctly, it's on the first floor: go West, take the furthest staircase to the left. Follow it across a skyline and into the sand. Note the slippery sand.... Hop up onto the platform in the middle and equip the Mask of Eyes. Follow the skyline and open the chest ahead.
Step 2
  • Equip the Silver Chimes and de-select the Evil Ring
(*if you previously selected the ring, de-select it, or you will take 9999 damage on restoring the Evil Ring)
(*if you do not select Silver Chimes, each Zelkaron you defeat will not count toward restoring the Evil Ring)
Step 3
  • Defeat 4 Zelkaron
They are located in the quicksand area nearest to Rado's Annex. They will be glowing red and have a very high amount of HP. Once you defeat 4 Zelkaron, you will get a notification about the Evil RIng being restored.
Step 4
  • Equip the Blue Necklace and select the Evil Ring
The Blue Necklace will negate the effects of the Evil Ring and allow you to open the door back in Rado's Annex. After opening the Devil's Gaze, the Evil Ring will become drained again. If you inadvertently select the Evil Ring from then on, you will not take 9999 from the curse.
Special Thanks
Thank you to Mike J. for a copy of Ys Origins. I thought I swore off RPGs! Phooey! Now I'm hooked on the Ys series. :)

I like how they did this from Ys1 but in a different way. I'm new to the series, and I am so sad I didn't play them sooner.

For anyone doing 1 damage the reason is an absurd difficulty spike, I was around lv 30 and couldnt do as much as touch them, by lv 40 you can take the out easily but the grind is vomit inducing, not sure why it is not mentioned on the guide but I thought you should know.
