Talking about the level First Trial
On the fifth level of the game, First Trial, we play as Evan trying to make his way to Petrov, an ex-russian mob that can give him some good answers to his question.
We can find him on the last room, and we talk to him.

This isn't the first time that we find it: at the end of Withdrawal, the last level of Jake, if we don't survive the third room of the place we will taken in a room, and Petrov will kill us.

This room is situated in Hot&Heavy, the 10th level of Hotline Miami.

Now, in Hot&Heavy we clean all the building, this means that Petrov gets killed during that level.
So how, in 1991, he's alive? This can take has to a theory: First Trial can be in the Biker Canon.
This means that, if Biker kills Jacket, Jacket wouldn't clear the level Hot&Heavy, so Petrov survives and we can talk to him as Evan.
In addiction to that, in the intro of First Trial, we can see the Biker (alive) when we leave the court.

What is the only thing that ruins up this theory? The presence of Jacket in the intro of First Trial.
This means that he is alive...
I can't understand so much. Help me with this, guys

Perhaps the mafia were unsure what to do after capuring a 50 blessings operative, so they called Petrov, someone higher up in the chain of command, who then decided to execute him. There's also a speculated version of the Biker canon that the Biker/Jacket fight is more or less as Jacket remembers it, only rather than Biker's head exploding when Jacket hits him for the third time, it simply messed up his face, creating that scar in ABYSS. (Biker was possibly on drugs for that fight, because he came to phonehom right after a drug-fueled party, and being a more rational 50 blessings operative, he shows mercy to 2 guys in SAFEHOUSE and then suddenly massacres everyone at phonehom.) So his recollection of this fight is also flawed. After that, the two stories no longer conflict, so I don't think that there's two separate canons at all.

remember that jacket is having dreams that ressemble the mobsters he killed, you aren't playing the actual mission.

jacket is alive you see him before you enter the prison and petrov must have exited the building before Jacket came in.

He went to the desert to escape, in fear, then returned in 1991 (after some years), and now he says that he's even risking his life talking to Evan

If he went into the desert, then why is he in the Bar of Broken Heroes?

Martinz is completely right, thank you for the clear explanation! Btw rasmus, even if Biker is alive his levels in HM1 were not canon, because in the Jacket canon he left in fear into the desert, and not continued his searching of 50 Blessings
