チャーパーでしたっけ？発音を忘れましたが、とにかく例の青い鳥が街を飛び交います。
というか道路を低空飛行します。
実際はホットドッグカーの種類として追加されますので産業地帯や商業地帯で発見できると思います。

更新：羽ばたく翼を与えました。
αマップを利用した回転車輪に翼をくっつけて回してるので動作はちょっと不自然です。
