The skybox texture is not even a shot of Lower Manhattan, It's actually Hell's Kitchen seen from the Hudson River but inverted. You can clearly see the AT&T datacenter building, the Worldwide Plaza building and the Paramount Plaza building, which are all located in Midtown Manhattan/Hell's Kitchen. So the Twin Towers were never on the photo in the first place and it's virtually impossible to view Hell's Kitchen from Liberty Island, so this whole time we've been looking at a geographical anomaly. This whole controversy and conspiracy theory all started from a mistake!

Wrong, but its a fun theory to introduce to a game that's all about conspiracies. It's because there was a limitation, if I recall its the skybox of New York took up too much space on the disk (CD = 700mb), and given this game is rather large and expansive, a detailed backdrop of NYC would take up too much space.

Anyway the statue of liberty is bombed, which is a terrorist attack, hence the theory fitting well with the overtones of the game.

A lot of people think they didn't predict 9/11. Well yes, they didn't, at least intentionally. They thought that the statue of liberty would be hit by terrorist attack that would have caused the exact same global reaction as happened in 2001, And that reaction in-game is not really that different, if not the exact same reaction as 9/11 caused to this day.
