Changes PvP handling to give individual players responsibility instead of server admins.

Adds four commands:
!god - puts you into god mode if you are in PvP mode.
!ungod - puts you into PvP mode if you are in god mode.
!fray - toggles your mode between PvP and god.
!query - Gives information about how much time you have left before you can switch between modes.

All commands can have a player name added as an argument when used by admins, to forcefully enact them on other players or view information about them.

Adds two convars:
pc_time_in_fray - Time in seconds before a player can re-enter god mode from PvP mode
pc_recovery - Time in seconds before a player can re-enter PvP mode from god mode

All players spawn into the server in god mode. However, as soon as they shoot another player, they are forced into PvP mode, and unable to return back for a set amount of time (default 5 minutes). A public message is also printed to alert everyone else that the player has entered PvP mode. They are also restricted from using noclip. Players in PvP mode must wait the given time limit without doing damage to another player; they may then type !god or !fray to leave PvP mode. There is also an auxiliary time limit on how quickly they can re-enter PvP mode after leaving it (default of 1 minute).

Admins can ignore all time limits.
Currently, the plugin only recognizes direct gun or meele damage.
