It IS in the game. Barry also has a BSAA outfit that is in the game but unaccessible by conventional means. Barry's BSAA outfit and Claire's 'Winter Jacket' (also known as TerraSave outfit) are Japan region exclusive, and only [normally] unlock after inputting a code you get for ordering certain RE themed clothing items from the RE merchandise store. However, you can get both outfits into your game via mods, replacing DLC outfits.

Funny thing is, there is a DLC outfit called 'Winterjacket' so....who knows!

Why isn't this in the game?

Yeah, this is a good one.

that's a great-looking costume. IMHO this is the way better than that "bonus" crap we have in game.

They should add this officially.
