Powerful Perks: Rogue part 1

Description
I added three powerful perks for late gameplay in the Sneak, Pickpocket, and Alchemy skills.

Each requires 100 in the respective skills.

I think the ,,True Thief Perk is 2op, but it's better than +20% chance
