The new vendor can be found inside Dragonsreach in whiterun.
Where Farengar stayes most of the time.
The new vendor is a misc vendor, but sells a few spells I made:

Paralysis skin:
Creates a light for 60 sec.
Caster gets improved armor by 80 % for 10 sec.
Costs: 74 magicka.

---------- Destruction ----------

Deep frost:
A whirlwind pf 120 frostdamage, freezes the target.
Cost: 27 magicka.

Dremorarune:
Summons 2 dremoralords.
Cast on nearby surface and it explodes 60 shockdamage
when enemys comes near.
Cost: 49

Fireforce version 2:
Fire damage 105.
Push enemys aside with force.
Cost:19

Clear lightning:

Now cost : 102

Wind of disarm:
Firedamage 90.
Lightningdamage 80.

Think it will disarm the target aswell.
Cost: 69

Super healing:
Heals the caster 500 points.
Restore 400 magickapoints.

Cost : 12
